Just please don't invite Trump to Japan to meet the new emperor!!!

Abe is expected to push Japan's own initiative, highlighting its aim of helping other nations build "high-quality" infrastructure that supports economic growth and ensures fiscal sustainability.
Just so long as they are Japanese trains, Japanese vechicles, Japanese banks, Japanese loans etc. etc. etc.

"What exactly has funding the reconstruction of Notre Dame to do with Abe?"
PM Abe wants to help the people of France in their time of need. It is nice gesture to the people of France by PM Abe.

"He got a new plane but still has the other two? "
No, the 747s are being phased out on one for one basis. The other jet is used as a back up. It is common among leaders to one to two planes. One plane is used to carry support people and the other is used by the leader himself.
