Attempting to move forward with low expectations is not conducive to resolving anything.

Why bother? Because "expectations are low", but also might be high. Who knows till they have the summit? And why not try? It might help, if even only a little. If it doesn't do much, as expected, at least they tried.

No one can have high expectations when one of the parties to the talks is a totalitarian, Communist police state.
Anyone who expect China to be sincere, open and honest is either hopelessly naive or a fool.

Its hard and difficult to achieve anything/do anything, if you do not have the final say, ie, decide for yourself, need to consult with a 3rd party/sovereignty, etc.

It's probably going to be unproductive as China is not known to be constructive in these situations. However, that's no reason to not hold a meeting where each party can make the views and opinions clear to the others. At the very least it will help reduce or elminate "misunderstandings".

It is easy to see which nation has not bothered to be invested in these talks. South Korea and Japan's leaders are in attendace, but China's leader cant be bothered to front up. Two nations willing to have a go and one nation barely making an effort.
It is fair to question the relevance of a handshake fest that accomplishes nothing.
One thing good comes from this, the two "leaders" can get togeather afterwards and accomplish closer ties, find common ground for their alliance in working with America in opposing Chinese hostility. So perhaps not a total waste of time.

No one expects Xi to apologize for being the big bully on the block, but one can hope for even a small improvement in relations, or even a slowing of a deterioration of relations.
Sometimes the old sayings are worth remembering. ""Go in with your eyes wide open," and "nothing ventured, nothing gained" come to mind.

It seems that the problems in East Asia will only serve as a demonstration to the world that China is not at all proactive in resolving the problems.
Therefore, China cannot become the leader of Asia, nor is it respected.
Well, I don't have to say it again.
