I wonder if this will remove the 220% tariffs China has on Australian wine, and if it removes the bans on other Australian trade items that China has blocked in contravention of it's Free trade agreement with Australia. I am guessing it will not as China is an unreliable trading partner and does not adhere to agreements it makes.

You are thinking of the CPTPP which China has applied to join. This article is about a different trade pact that includes both China and Australia called RCEP and came into effect on Jan 1, 2022.
