What would happen if NK, China and Russia did not have nukes? US would have total world dominance. If they wanted to nuke another country, nothing would stop them. No one could retaliate. Sure, US is a democracy, and if they could crush communism, humanity would live in prosper... for a while. Eventually, a madman would become president of the US, and democracy would turn to dictatorship. And that dictator would have absolute power of the world in his hands, and all of humanity would live in terror!

I don't want the Americans to have a Nuke, the same way I don't want NK, China or Russia to have them either.

America could have banned them in 1945 at the end of WW2.

That is a pretty naive statement when you consider the Soviets were well along developing their own nuclear weapons by then, the benefit of having spies within the Manhattan Project. To assume at that point that the Soviets would have abandoned a nuclear program that was still at that point secret just because the US said so assumes a lot and is not very defendable in light of how the Soviets saw the post WWII world and their place in it.

Banning nuclear weapons when the USSR collapsed was not possible. It is assuredly not possible today. Why? Simple, it is too easy for one nation to cheat by hiding a half dozen or so weapons. Consider that all through the 1950s and 1960s Sweden was busy developing a nuclear weapon culminating in ten underground tests that no other nation was aware of until the Swedish Prime Minister went on national television to tell his people that Sweden was ending their nuclear weapons program and renouncing nuclear weapons. It was a stunning revelation and to this day nobody really knows if the Swedes really did end their program or if they might have some nukes hidden in a cave somewhere. An existing nuclear power that was determined to cheat would find it much easier to hide existing weapons somewhere that it was for Sweden to develop a weapon in secret. If the rest of the nuclear powers honestly disarmed that one cheater would be in a position to engage in nuclear blackmail at some point in the future. There is literally no way to ensure every nuclear power disarms completely. At best we could negotiate a huge reduction in nuclear arms that could be verified to a reasonable degree of confidence. At that point one nation stashing a dozen or two weapons away that nobody knew about would not leave the rest vulnerable to blackmail.

That is nice to say but what actions do you suggest the US do, keeping in mind what the US Federal budget can reasonably support?

Just me but I think Xi Jinping's policies and his wolf warrior, cough cough, "diplomats" have done more to alienate nations from China and drive them to seek alliance with the US than anything the US could ever do.
