This is flat out scary. and a sneaky way to lessen any protection citizens have.

Japan's domestic Covid-19 epidemic repetition is man-made disaster by previous Abe government and present Suga government.
Their response that continued to prioritize economy or Olympics than defending the lives are always too late and insufficient.
But Japan's ruling LDP government wants emergency situation clause that can realize even dictatorship, tries to lay responsibility of their incompetence that had failed corona virus measures onto the Constitution.
Weakened mainstream media of Japan didn't even feature about this issue until through lower house.
If restriction to commercials will be not functioned, Japanese mainstream media are tamed easily by ad income from wealthy ruling party, and general public who have few interest to politics will be easily deceived by huge amounts of propaganda messages from wealthy ruling party.

The ruling party knows that they suck at leadership, and they can not win on their record, so they want to cheat and make it harder for any other group to win the majority. It is no different than trump trying to rig the 2020 election which he failed miserably at.

When the ship is sinking and water is pouring in from a great big hole in the hull, you would expect the crew to be bailing out the water and plugging the leak. Not so the LDP. There is a pandemic, thousands are getting sick and many are dying, but the "crew" are sending each other memos and discussing policy changes and games instead of working out how to actually deal with the problem.
Doesn't anyone care about this?

So results of a "survey" are enough to make Constitutional amendment regarding personal rights?
Is this a joke?
This place is sounding more fascist, by the second.
This article should have been a headline story, instead it's towards the end of the page.
Not like personal freedom is important, or anything!

Assume if Japan can revise the 9th amendment, then how can Japan feed and maintain its armies?
- Reserves for resources are poor as Japan is an island nation with no strategic systems of supply chains like the BRI.
- Japanese population decline is unstoppable. No young people fighting for Japan soon.
- Japan has no answer to Chinese and Russian supersonic-to-hypersonic missiles that are capable of hitting all American bases and JSDF bases.
- Japanese economy declines worse by each year as living standards go down for every Japanese individual. No morale with people on an empty stomach!
- Japanese talents are draining fast as all educational facilities and research institutions are falling behind. Japanese universities barely appear in the top universities of the world, while China has many of them. Of course, Japanese youngsters refuse to learn useful STEM skills as well as any international skill (foreign languages for example).
- Japanese politicians are godly incompetent and don't know how to govern or have any plan for the future. The young Koizumi made up a number on climate change and didn't actually know anything about environmental science. Japanese elders in the bureaucracy don't even know how to use computers!

Complicated process. Complicated history. Highly political.
I'd recommend a Council on Foreign Relations summary, entitled: Constitutional Change in Japan; A CFR InfoGuide. Available at https://www.cfr.org/japan-constitution/ . It is a good working framework.
The bibliography, alone, is worth reviewing as a information resource treasure: https://www.cfr.org/japan-constitution/bibliography .

“then how can Japan feed and maintain its armies?"
Here is a far better question:
Can China feed itself?
"Watch Out: China Cannot Feed Itself"
All the rest is the usual/expected anti-Japan diatribe, which Japan will simply ignore, as those making them are happy scrounging in Japan itself.

Japan's LDP-gerrymandered electorate is now being primed by a sneaky legislative tweak to be followed by a vicious turn of the screw on the Constitution which can then be sent straight to the awaiting shredder in the hands of revanchist, right-wing nationalists. Sales of Karl Marx books are not going to be enough to stop the nation's slippery slide down into the depths of the scary abyss of Asian authoritarianism.

You won't know what you've lost until it's gone. And once it's gone, it will never come back.

"As for whether to revise the war-renouncing Article 9 of the Constitution, one of the most contentious issues in the amendment debate of the supreme law, 51 percent saw the need to change it, while 45 percent said such a revision is not necessary."
Thank you China!

Reserves for resources are poor as Japan is an island nation with no strategic systems of supply chains like the BRI.
Japan has many supply chains for many resources.
- Japanese population decline is unstoppable. No young people fighting for Japan soon.
Numbers does not equate strenghth. Isreal is small and it never has lost a war.
Japan has no answer to Chinese and Russian supersonic-to-hypersonic missiles that are capable of hitting all American bases and JSDF bases.*Japan has aegis and currently is developing hypersonic missiles.
- Japanese economy declines worse by each year as living standards go down for every Japanese individual. No morale with people on an empty stomach!
Japan is the third largest economy in the world and the largest creditor nation.
Japanese talents are draining fast as all educational facilities and research institutions are falling behind. Japanese universities barely appear in the top universities of the world, while China has many of them. Of course, Japanese youngsters refuse to learn useful STEM skills as well as any international skill (foreign languages for example).*Japan ranks near the top in math and science. If chinese unis are so good, why are there so many chinese students in Japan?
- Japanese politicians are godly incompetent and don't know how to govern or have any plan for the future. The young Koizumi made up a number on climate change and didn't actually know anything about environmental science. Japanese elders in the bureaucracy don't even know how to use computers!
yeah right, that is why you are living in Japan.

If I dare make a negative comment about Suga or the LDP I wonder if I'll get 15 downvotes too.
