That is really not a fair accusation. As an EU member UKs trade policies were determined by those of the EU and not independent of them. EU law prevented UK from having separate trade relations outside of the union.

For some years now the only markets where UK has expanded its exports are Japan and China. Everywhere else UK exports have contracted, and this was a trend before Brexit went into effect. Now the dispute with the EU over a customs border in the Irish Sea threatens to add retaliatory tariffs by the EU to the price of UK exports to the Continent, further cutting into their exports. UK is looking for greener pastures.
