Rather than digitalization of central government, I would prefer decentralization of government and shrinking of government.
The private sector is very good at digitalization. I did an online proof of identity today with just my smart phone, although I did need my ID card handy.
We will get digitalization and innovation when we pay for services in the private sector, but pay taxes and expect equivalent service? No luck with that.

Less government intervention, the tax implications will ultimately reflect on future foreign investment.
Let the the market manage and control economic reform outside of political interference.
