why? developing ICBMs. Developing nuclear weapons. Breaking UN sanctions and then lying about them. Playing game after game after game. Making the childish political games of the Japanese and Chinese seem like Nobel Peace Prize collaborations.

You are basically giving something to NK in return for their trust, sounds like magic beans to me, NK wont give any information back.

I wouldn't give them diddly squat until the remains of the kidnapped or the kidnapped were returned. Then only after DNA verification. Japan always pulls this trust and it thrown right back in their face with nothing. Especially after the DPRK shot off rockets a few days ago.
