China considering new Air Defense Identification Zone over South China Sea: report

China is considering declaring a new Air Defense Identification Zone (ADIZ) over the South China Sea, according to a Japanese report Friday, a move likely to fan tensions in an area riven by territorial disputes.

The report comes months after Beijing caused consternation with the sudden declaration of an ADIZ above the East China Sea, covering islands at the center of a sovereignty row with Tokyo.

It also comes as countries in the region grow increasingly concerned about what they see as China's aggressive territorial claims.

Working level officials in the Chinese air force have drafted proposals for the new zone, which could set the Paracel islands at its core and spread over much of the sea, the Asahi Shimbun said, citing unnamed sources, including from the Chinese government.

The draft was submitted to senior Chinese military officials by May last year, the respected daily said.

Beijing claims the South China Sea almost in its entirety, even areas a long way from its shoreline.

The countries surrounding the sea have competing and overlapping claims to the area and are in dispute with Beijing, including over the ownership of islands.

Many countries, including the U.S. and Japan, use ADIZs as a form of early warning, allowing them to track aircraft approaching their airspace.

Planes entering the area are frequently asked to identify themselves and to maintain radio contact with local authorities. Any aircraft causing concern can trigger the launch of fighter jets, which are scrambled to intercept it.

The draft says the zone would at a minimum cover the Paracels, and could go as wide as the majority of South China Sea, the Asahi said.

Beijing is still deliberating the extent of the zone and considering the timing of an announcement, the paper said.

Japan, South Korea and others reacted with anger in November when Beijing unilaterally declared an ADIZ in the East China Sea.

China demanded all aircraft provide flight plans when traversing the area, give their nationality and maintain two-way radio communication, or face "emergency defensive measures".

The U.S. said it would not comply, and, in what was seen as a challenge to Beijing, promptly flew military planes through it.

The zone covers disputed Tokyo-controlled islands -- known as the Senkakus in Japan and the Diaoyus in China -- where ships and aircraft from the two countries already shadow each other.

Its sudden declaration bolstered claims that China is throwing its growing military weight around.

Observers say the establishment of a similar zone in the South China Sea is a likely move for Beijing.

In November the southern Chinese island province of Hainan passed a rule requiring foreign fishing vessels to obtain permission to enter its waters, which it defined as the bulk of the sea.

In December, U.S. Secretary of State John Kerry warned China against any move to declare an air defense zone over the sea, which is a vital transport route through which much regional and global trade passes.

We all knew this was coming. Undoubtedly this new Chinese ADIZ will cover territories presently in dispute with other countries. It will upset southeast Asian counties, destabilize the region and increase the probability of armed conflict. But of course Abe visiting a shrine with dead people's names written down is a greater threat to peace in Asia according to China.

Hmm, that`s all very well, the question is whether they will enforce it. Still, Abe has blown what little credibility he had left with his little Yasukuni stunt, so any support he gets may be muted. Perhaps the US will finally force him to sit down with China and negotiate a solution to the Diaoyu islands problem

"Moreover, China has strongly implied that it is considering establishing a South China Sea ADIZ, which would presumably be similar to the ADIZ it established over the East China Sea back in November of last year. Immediately following China’s announcement of the East China Sea ADIZ, a Ministry of Defense spokesperson warned that more ADIZs would follow “at the right moment after necessary preparations are completed.”

Communist China preaches peaceful defense and acting aggressively with bullying politics without shame. It starts to look ugly and smell bad, and eventually will break down like "Jade rabbit", since communism is rotten to its core. The whole Asia and the world will reject against this new self serving zone and China's culture of taking; period.

Knowing China, they'll have their ADIZ covering about 90% of the South China Sea, including disputed islands and overlapping other ADIZ. They say that they're considering it. What that means is that they're trying to decide exactly when to unilaterally declare it and establish rules outside of international practice. How predictable China. What happened to wanting peace with Japan? You accuse Japan of being militaristic, yet I don't see them throwing their military might around, flexing their muscles and provoking neighbours on a weekly basis. This new ADIZ will only confirm what we all already know: That China is planning to expand it's territories with the use of military force. I suspect that the establishments of ADIZ are just an early warning system for China. They want to know that the US is moving to stop their hostile actions in advance. This won't end well for China. After all, the weakest dog barks loudest. China barks every time Japan does something even as trivial as revising text books. All China is doing is giving Japan a legitimate reason to revise Article 9. They've made it clear they don't want peace. Someone should put the big red cockroach down, before innocent people get hurt.

There's nothing to discuss. There's not one map published between 1949 and 1970 that has any reference to Diaoyu. You even have The People's Daily referring to the Senkaku Islands as being part of the Ryukyu Islands.

The article published on January 8, 1953 titled "Battle of people in the Ryukyu Islands against the U.S. occupation" wrote "The Ryukyu Islands lie scattered on the sea between the Northeast of Taiwan of China and the Southwest of Kyushu, Japan. They consist of 7 groups of islands; the Senkaku Islands, the Sakishima Islands, the Daito Islands, the Okinawa Islands, the Oshima Islands, the Tokara Islands and the Osumi Islands."

The Chinese claim to the South China Sea is equally ridiculous. There's no better example of just how nonsensical Chinese claims are than James Shoal, which sits just 80 km from Malaysia but 1800 km from China.

Some Chinese officials have justified Chinese claims to large parts of the sea by citing a map known as the "nine dashes" or "cow's tongue" that was drawn up in the early 20th century by the Kuomintang government, which the Communists overthrew in 1949.

Well step by step the picture is becoming clearer, China has adopted an expansionistic policy and will try to enforce its needs on their neighbors, control anything that it can grab. Considering that the USA have warned China not to establish an ADIZ in the South China Sea, it will be interesting to see what their response is. It will also be interesting to see if any response will come from the Chinese this time around.

I found a better weblink issued 1/31/14 showing maps for two ADIZs in the South China Sea and in the East China Sea.

When you add these two ADIZ areas, China is taking over and controlling over a pretty big chunk of the Asian Sea.

I believe it is time for the world to get together to deliver a strong message of "NO" to China. The Sleeping Tiger is trying to get out of cage like a WILD Tiger.

That's precisely what the UN Arbitral Tribunal will do when they rule against China this year. (Mr. Reichler says that if China doesn't take part, the case could wrap up by the end of 2014.) The Philippines will show just how bogus China's territorial claims are.

It showed its displeasure by making clear that Philippine President Benigno Aquino III wouldn't be welcome at a trade event in southern China in August. China said they will most likely formulate a system of ADIZ bordering its sovereignty. This is one of the first thing they said since publicly declaring of such mechanism and zones.

So I don't understand what the fuzz is all about. They said they will do it. It's just a matter of time on when they will do it. So writing an article saying that they are considering declaring ADIZ in SCS is much to do about nothing. China is going to declare ADIZ in SCS. They are just waiting for the right time to take effective control in SCS.

The ECS ADIZ is only a test and the beginning. The entire ASEAN is prepared for this. No surprises here.

Japan should be worry about this because Japan's entire Energy platform is predominantly dependent in the sea routes in SCS. But its really no different than the ADIZ in ECS, its only an early warning system designed for defense purposes. So on a daily operation basis, nothing will change.

Being from the Department of Political Science, my perspective on China-Japan conflict vis-à-vis the ADIZ has to be viewed from historical, political and strategic angles. The response of China ADIZ in East China Sea is inversely proportionate to the presence of approximately ninety (90) US military Bases mainly concentrated in Okinawa and Mainland Japan. According to NEO CON's policy of America and at present under the policy of New Asian Pivot under Obama, America has been secretly using Japanese bases to encircle and provoke China under its China Containment policy, all at the peril of Japan. US has been hell bent to create a mortal enemy between Japan and China under the obligation of Status of Forces Agreement (SOFA) 1960 even to the tune of costing Japan $ 6 Billion in 2001 to the host nation. America has been consistently doing the same in South Korea and Taiwan all at the peril of the host nation. The ultimate end product is the harsh response from its powerful neighbour, China and Russia with contempt and to certain extent North Korea. How many provocative war games has been exercise by Japan, South Korea with America all simulating the invasion of China or for that matter simulating Chinese and North Korean invasion? Has Japan been more secured doing so? Has Korea been more secure doing so? It has driven the poor North Korean state to extremity by nuclearising their state. After all that's the safest way for deterrence. America has used its military Bases in Japan excessively during the Korean War. Where is the guarantee that US bases in Japan will not be used in its American policy of self Aggrandizement under the New Asian Pivot, or containment and encirclement of China? America has never given Japan and China to develop its normal and friendly relations since the dropping of Atom Bomb in Hiroshima and Nagasaki, or rather after the surrender of Japan to America in 1945. America has been interjecting in the normalisation process only from view point of its national interest, or American perspective and not in Japanese perspective. Therefore whenever there is a Security response in the form of ADIZ either in South China Sea or East China Sea, it is always seen as a response against Japanese interest. America has been shrewdly and meticulously exploiting the loophole from the past historical discord of their neighbours. On the other hand, China could not mustered its strength to confront and condemned American policy exploiting Japanese territory; China choose to pour its contempt to Japan for allowing America to used Japanese territory against China. At the end, when actual confrontation takes place, Japan will absorb the full impact as it had in the past while America will turn its tail and run saving its territory from full confrontation. America does not want any missiles to land in its territory yet they do not mind confronting using others territories. I will rather caution Japanese Policy Makers to be beware of such dirty tricks of America. The only solution lies in kicking out America from its territory and urging China to scale back from its war mongering gesture which China will proudly comply. Any historical discords are the left behind legacy inherited by the younger generation without their fault. They can sit together as free nations and sort it out without any confrontation by subtracting American hidden agenda, thereby minimising their problems. The policy of diplomacy base on negotiation will make Japan far more secure than having America at its side ready for confrontation. This is definitely a false sense of security for Japan and South Korea lest they may live in perils of doomsday.

So, for all those Sinophiles here trying to claim this is "all due to Abe's Yasukuni visit." Well, no, it isn't.

Presently, the unelected authoritarian government in Beijing has territorial disputes not just with Japan, but also with: India, North Korea, Bhutan, the Republic of China (Taiwan), South Korea, Vietnam, the Philippines, Malaysia and Brunei. That's 10 separate countries (yes, I'm counting the de-facto country Taiwan) that have encountered actively and increasingly hostile Chinese claims against what they regard as their sovereign territory.

In every case the Chinese autocrats have sought to reject any international legal arbitration, and in every case the PRC has been an aggressor, pushing beyond simple territorial claims to actually threaten military intervention or invasion (and in the case of the Paracel Islands, actual unilateral military occupation) should the opposing claimants have the temerity to resist.

But resist China these countries must, as a united group whenever possible. Let every case be taken to international court, so that when China loses and still makes its outlandishly illegal and aggressive claims, it will not have a shred of legitimacy left with which to cover its obviously expansionist ambitions.

This "news" is most likely a Japanese conspiracy. Such "news" benefits nobody but Japan (by frightening the southern countries to join a Japan-led anti China alliance.) These south east Asian countries are not flying their fighter jets over the south china sea, as Japan's been doing in the east China see. So there's no practical reason for China to establish an ADIZ there.

The Whitehouse might have already expressed American’s position clearly to its Chinese counterpart regarding to Chinese intent to declare ADIZ in South China Sea last year, apparently the Chinese side took the American’s advises and stay put, for now. However, the problem is that no one knows how long China will be able to hold its ambition.

For the US, the lurking dangers of the armed intervention in case of a conflict taking place in South China Sea could be real since army bases and supporting infrastructure in Okinawa and Guam may become targets attacked by the Chinese missile corps which seem to have improved their capability according to intel. If that happens, damages for the US can be very costly.

Last Thurday Jan 30, 2014, Donald Fuell, technical director for Force Modernization and Employment, National Air and Space Intelligence Center gave his testimony ,about the possible scenario, to a sub-committee of the US Congress in Washington.

Good writings, Mahongnao. You have shown what is the third opinion about the relation among Japan, China and USA. Only thing that I do not 100% agree with you is that China and most Chinese actually do not want USA army to leave Japan. Most Japanese may think that USA is protecting Japan from North Korea or China aggressiveness. However, most Chinese think that USA army's presence in Japan is as positive now as in 1945. The recent events in Japan have displayed how Japan is so easy go to right and re-militarised. Japan should be kept as a peaceful country by USA army's presence in its territory. This is wishful thinking of cause by both Korean and Chinese people. The only thing that Chinese do not like is the US's policy of encouraging Taiwan to go independent. Otherwise, Chinese are quite happy for USA army staying in Japan to keep it being checked. Compare to Chinese and Korean and look back history, some Japanese, especially those right-wing Japanese are very aggressive. They need to be contained. China can not do it. Korean can not do it but only American can do it. If you understand Chinese mentality, you will understand what I mean. The recent events in Japan have displayed how Japan is so easy go to right and re-militarised. Japan should be kept >as a peaceful country by USA army's presence in its territory

Japan is only increasing it's military (56 bill) as a response to China's military increases (166 bill) and belligerence.
