China and Japan are both paper tigers. Both are easily dominated by the US.

Like other's have mentioned, China is not popular with Japanese tourists at the moment, but Japan is still popular and necessary for Chinese tourists/business owners to visit.

Therefore, China wants Japan to allow more Chinese into the country. They are easing restrictions first hoping that Japan will follow suit!
