US is sending Mike Pence to this ceremony so US & China VPs could meet in Japan. Maybe a good idea to develop VP level communication channel come in handy just in case.

Why just the veeps? The emperor is the head of state - that should get the respective head of state (president, king). While veeps can go in their place, a change of a monarchal head of state is pretty important.

Actually I thought only Monarchs/Royalty attended these kind of things. Like, who is representing Queen Elizabeth? Or is she up for the trip? The previous Emperor Akihito attended Q.Elizabeth's ascension when he was a Crown Prince. With these symbolic leaders, I think sending VP level representatives is correct.
