Well, it's a good thing that most of the commenters here are not deciding Japan's policy toward China.
Of course, when they say "mutual trust" they mean it in the same sense as when a gangster says "it would be a shame if something bad happened to your kids". Japan can attend any meeting it likes, but China is telling them that they can also maybe do things Japan doesn't like.

I am pretty sure the Chinese side realizes that by making such spurious comments (referring to the aggression and tragedies of the Sino-Japanese wars) the Japanese side has no choice but to attend now or appear weak in the face of Chinese warnings. Its the same thing that played out with the visit of Taiwan by Pelosi when she was speaker of the house, these warnings only help aggravate the situation and forces the other side to do whatever it takes to save face and project strength.

NATO and the US have awaken to the China threat and there's no turning back. Add Japan, Taiwan and Australia and you have a great alliance against the three rogues China, Russia and NK. So no wonder China is alarmed. It's economy is caving in too.

The funny thing is, Russia’s Ukraine debacle, and China involving themselves with Russia, and expanding it’s own military while making veiled threats against ANY nation they have disagreements with, this all provides the perfect timing for NATO to be making themselves more visible in the region. There are a lot of people here who hate the west, and that’s fine, they can have their opinions, but China is crossing lines they shouldn’t be if they really don’t want NATO to have a presence in the region.

Ratifying something and then a subsequent refusal to abide by the obligations of that which you have ratified. Yeah. Well done.
It does the exact opposite. It promotes peace, security and dialog for smaller military nations. It does undermine China's asperations of dominating Asia and beyond and having the field all to themselves.
China is yet to realize that the wishes of other nations in the region actually mean something. It means they do not see China as peaceful, honest or trustworthy, and they have no desire for China to dominate them or their region with its massive military and huge economy.
Between Military pressure and trade coercion China has firm plans to dominate the region and eventually the world through belt and road, (carrot and big stick). Taiwan wants nothing of Chinese domination via the CCP, and neither does any other nation anywhere on the planet. Those moving closer to China because of their hate for democracy and the West will eventually realise just what they have sacrificed in doing so. Their free will to do anything China does not approve of or give permission for.
Japan can attend NATO when ever it likes and it does nothing but firm up security. Poor China again cant recognize it is not the "bell of the ball". Freedom from Chinese directives and coercion is much sweeter and alluring.

Since the collapse of the Soviet Union NATO has sought enemies to justify its existence. In the 1990s and 2000s Russia wanted to join NATO but was turned away. Instead NATO advanced eastwards right up to the Russian border. And then Ukraine happened.
Had Russia joined NATO back then, the world would be a very different place. Hopefully history will not repeat itself.

It includes not only North Atlantic European countries but also Mediterranean countries like Italy, Greece, Turkey and non-European countries like Canada and the U.S. Such former Soviet bloc countries as Albania, Czechoslovakia, Hungary, Romania and Poland have also become members of it.
Now, it seems to be trying to expand its sphere of influence further to the Indo-Pacific regions. Is NATO a wolf in a sheep skin trying to make all the world to toe the line with NATO (Western) standards, norms, culture and all? No wonder there's always a latent danger of war in the world.

Really. How do you explain the Muslim country is a NATO member? Middle East Muslim countries have US/UK/French military bases. Saudi Arabia buys nearly all of its weapons from the US/UK.

Global south has endured too much destabilization at the hands of US led NATO for many decades.
Furthermore, China and Global South have huge trading and investment relations. If Japan wants equal access to these markets, especially rapidly growing Muslim markets, they'd be wise to not risk NATO entanglement.
