Seems like common sense, which is why the government hasn't done it.

... and if the record keeping shows some irregularies, there is still the "state secret laws" which allows the politicans to hide it from public.

The supervisors will be responsible for deciding which documents should be kept, but experts say such officials would still be able to erase information they want to keep out of the public eye.

so abe and co will install inspectors to delete records in all ministries?

and then install inspectors to watch the monitoring inspectors? Like the five guys at every construction site watching two guys work?

How about requiring that all documents are kept and archived and nothing can be deleted for any reason? It's a simple, easy to understand rule that does not require any additional, dead wood bureaucrats to implement.

Also, the concept of "personal memos" should not exist: all documents created by civil servants during their time at work should be considered public documents and archived as such.
