Japan should set a higher goal for cutting greenhouse gas emissions 

Of course they should. But instead of developing more alternatives to burning so much oil, gas and coal, they rely on importing more of each, thereby increasing their dependency on foreign powers.

While further polluting the air we all breathe.

Japan government can never be serious about climate change while to continues to shamelessly toute economic growth above everthing else. Until economies are truely decoupled from fossil fuel, economic growth with equal greater CO2 emissions.
