Good news, irrigation projects in Iraq are vital to restabilizing that country as IS destroyed a lot of the ancient waterways in that area.
Also, it appears some here are unable to read English (which is an alarming handicap for English teachers), this is a loan not a handout. Well done to Abe on this one

It would be interesting to know the terms of the loan. Also that of others loans that Japan has made in the past, along with details of how the money was spent and how much has been returned since the loans took place.

Ahhh.... but if Japan properly follows through on this, Trump might just change his mind regarding tariffs. Itchy backs and such and Japan sends a definite message on where it stands. A very interesting Political / Strategic move.

How many more millions are we going to waste in Iraq, when that money lines the politician's coffers and barely anything goes to the people it's supposed to help? Not to mention ISIS will get some of that money also.
