Member of parliament in Japan was elected by people not by "quota"
Ah_so
The reality is that those elected are those who are put up as candidates, and for some reason the old men who pick the candidates chose men more frequently than they do women.
It sounds like they do have a quota - the quota being "mostly men".

The reality is that those elected are able to get the funds necessary to pay for the application to enter the election.
This has a huge effect on who gets supported

Oh and if they dont get 10% of the vote, they forfeit the "deposit" as well.
Some pay as much as 9,000,000 yen to enter both as a single constituency candidate and the proportional presentation as well

I'd say give them a chance as it seems to me the only reason things are in such a mess here in Japan is because of men.
They very same men who dont even control the purse strings of their own households.

RECORD NUMBER OF JAPANESE LADY MPs, changes are better in small steps to avoid confrontation? it is for the electorate to decide if it is good. same subject, how many lady docs in the hospitals... they have an equal vote.

More women in politics does not at all make a country richer or more happy or solve their demography issue. There is simply no connection or prove me wrong.
And to my knowledge Japanese women have equal rights as men, especially they vote.
I know more women than men who are not keen to show publicly and like keeping quiet. That is cultural and never prevented Japan from becoming a rich country.
