So Japan will continue to buy Russian oil and gas but stop importing chocolate.... And Wagner's boss will be prevented from opening a Japanese bank account and getting that 0.1% interest on his savings...

Your comment is based on which research? Did you even check the content of the sanctions? It is more related to restriction om capital transactions, export to specific entities etc.
It is more complex than you assume.
