I can’t recall ever being threatened by these banks while living in Japan. Please explain why?

Why are all Russian banks not already being sanctioned? Perhaps leave one very small and insignificant bank unsanctioned for minimal emergency exchanges for medicines etc.

But the cooperation with Russia on the Sakhalin energy projects has not yet been suspended, which easily contradicts the position Japan says it is taking.

The assets of Credit Bank of Moscow, Russian Agricultural Bank, and the Belarusian Bank for Development and Reconstruction will be frozen and transactions with them will require prior government approval, effective July 7.
Sort of like the hoops foreigners have to go through to get a cashier check cut from a US bank deposited in a Japanese one.
