To be able participate in high level all Japan need to do just send few officials regularly to their meetings and events. It doesn't represent Japan public and private sector in doing actual cyber.

Japan not good in defending themselves, expecting can help ASEAN?

Japan participates in NATO's Cooperative Cyber Defence Centre of Excellence. While some attacks will always get through in any country, I think Japan can defend itself pretty well. After all, it has been fending off thousands of daily attacks from China, North Korea, Russia and others for years.
