I wonder why China has so much money and lend it to foreign countries. They still have many poor people in their country and their infra-structures, social security and welfare are far behind.

Not all Chinese live in Hong Kong or Shanghai. They are 1 in 6 humans. Obviously some may be poor.

It is only possible in undemoratic countries. The central government decides everything and people cannot say against it. China is lending money to other countries as "businesses and to expand their influences."

The ADB is run by Japan, with a Japanese management style, and based in the Philippines, with a Japanese 'President' who has to be treated liked the head of a country. They could easily decide themselves to reduce loans, but many of them are for large infrastructure projects that are both profitable for Japan, and in many cases, unnecessary for the country involved. Finance Minister Aso, a frequent speaker at ADB events, and with his own Japan banks deeply involved with the ADB, should know this.

@Schopenhauer, maybe that's the reason why when China lends money to poor countries, the interest rates are higher. They are giving loans with higher interest rates from the loan they are receiving which has lower interest rates. Business acumen at its best!!

China has the second largest economy and second largest military budget of over $206 Billion a year with capitol reserves of $3.073 trillion (2018)

China should NOT be lining up for cheap loans at the ADB. They do not "NEED" it.

The problem is that despite being a "communist" country, some of the 1.2 Billion people take more than their share of the $1.2billion. They do not care about their fellow countrymen.

It's even worse when it's capitalism disguised as communism...particularly when you are the world's 2nd largest economy but still need to beg for hand-outs from other countries...while somehow having the money to build fake islands in other people's waters, money to imprison & torture thousands of moslems and tibetians and build weapons of mass destruction in order to threaten smaller neighboring countries.

So the ADB should stop giving money to them. They don't need it.
