Japan loves to play the victim, I'm quite sure Japan will shoot it down and say just to be able to play the victim role even more.

I can’t see any victinhood in anything Japan has had to say, maybe you are seeing your prejudices rather than reality. After all the US are going to be just as happy to shoot that rocket down because it has the potential of (just) reaching the US. Are they (in you opinion) in victim mode too?

there's no way Japan will shoot down that rocket without permission from America. so nothing else really matters.

If Japan talks itself into a corner there will be no way they can’t shoot it down whatever anybody has to say about it.

When you shoot it down over your own country it's called self defense. You might want to look it up.
