Japan is not the one sailing JCG vessels in close proximity to Chinese territories. Clearly they should start but a respect for the rule of law and no intention of provoking and antagonizing neighbors keeps them from doing so. It's a shame that the same can not be said for China.

So Xi is leaving Abe no choice but to actively participate in FON operations against China? How does that help China? They are already angry at Australia and every other nation supporting FON ops in the South China Sea.
