Apparently nobody from the government bothered to tell the Japanese companies affected that this ban was coming. Comedy gold. Abe is the worst leader this country's had since Tojo; this miserable attempt to impersonate Trump is purely an election gimmick but will be a disaster for the companies involved and Japan's global image.

South Korea asked for it. Either they behave like a special trustworthy ally of Japan (like the U.S., EU, etc) or they get treated like any other non-special country. They should have thought of this before continuing on their ridiculous anti-Japan agenda. Good luck to them at thw WTO cause it doesn't fall under their jurisdiction. I say ridiculous because the 2015 CW agreement was signed by both nations to be permanent and irreversible yet SK broke it. The 1965 Treaty clearly calls for Arbitration if there is any disagreement in interpretation and Japan has suggested it, but SK refuses. This consistent behavior on the part of SK, going back to their refusal 3 times to settle the Liancourt Rocks issue before the ICJ, has only emboldened them to believe they can get away with anything. It's about time that Japan stopped treating South Korea with kid gloves and taught them that there are consequences to their own actions. A few years ago, Park Gye Hyun was working towards changing the the South Korean revisionist anti-Japan posture but as we know was taken down. And this Moon has been the absolute worst in terms of SK-JPN relations, much of which is likely tied to his aspirations for bringing SK and NK together with a common enemy, since the US supports SK and China supports NK.

Moon has nothing to do with the supreme court ruling on the force wartime labor issue. The decisive ruling was made in 2012, 8 years before his inauguration.
The Korean Supreme Court issued a landmark ruling in 2012 that, contrary to the position of the Japanese government, persons who performed forced labour for Japan during the war were not barred from pursuing claims by compensation by the 1965 treaty between the two countries.

That is why S. Korea government is not willing to retaliate in the same way as Abe. S. Korea expects that the suicidal economic retaliation will fizzle out after the election.

Japans an island. Cutting off a lucrative market is only harming itself. What this is going to do is force other companies to evolve and quit the dependence game. So where pray tell will japan sell its wares then? What established juggernaut is large enough to absorb the losses that are going to eventually occur?

First off, Abe is using economic blackmail against a legal decision. This is immoral, likely a violation of International law and plain stupid.
"The new restrictions apply to three materials -- fluorinated polyimide, resist and hydrogen fluoride -- used in the manufacturing of semiconductors and display screens for smartphones and TVs," we are told. Japan does not have a monopoly on these materials. South Korea can no doubt get them elsewhere. Meanwhile, Abe is damaging a lucrative market for Japan.
The money involved in the law suit that prompted this ipso facto boycott involves relatively small money. Abe's restrictions involve big money. This the big money Japan will lose.
If Japan manages to damage South Korea's economy, the U.S. will likely bail it out. The U.S. cannot afford a weaken strategic partner like South Korea.

I guess this is good if you think money can pay for rapes and missing souls. Agreements, signatures, etc have little to no meaning to the individuals and families affected. Holding on to pieces of signed paper is an insult to the innocent. We signed an agreement with your government. It’s OK. It’s all taken care of. Go bark at them, not us. Leave us alone. Sorry. Abe might have gotten a hint from Trump's action to China. Since the September 11 incident, asymmetric counter measures or attacks are increasing in the world. Japan that cannot use their weapon is trying to use a different weapon - Economic sanction. But it is doubtful it will work or not. Japan's national power is not as strong as U.S. Back fires are afraid of.

I'm not Japanese and I have to say South Korea is playing their hand very badly. But, let's be clear, it's their own equivalent of crazy right wing nuts who are doing it.
It's a shame really. South Korea was pretty much a unknown entity up until, when, the 1990s? It could and should have worked to make a really good impression of its "Brand" on the world stage. Instead, thanks to the right wing nuts, they're portraying their nation as the bat crazy Asians always trying to shake Japan down for more money or, in such cases, tech transfer.
Despite all of their attempts to throw poop at Japan, the Japan Brand outclasses Korea many times over and all they end up doing is making people more sympathetic towards today's Japanese ... who are entirely innocent of the past.
They ought to learn how to make a living off their own efforts, and stop the shakedown cons.
However, the problem is an internal one. They can't criticize their own establishment, their own government and leaders, so Japan becomes the convenient "enemy without" to distract from the "enemies within". The comfort women issue and their statues being a perfect example.
The more they attempt to throw poop at Japan, the more people end up finding out the truth about it all ... that it was Korean people and the Korean government/establishment who were behind it and it's all, largely, been one big con.
The Koreans need to be angry at their own government because they were the ones who made the compensation deal and demanded it went to the country rather than the people. It, and the income from all the post-war sex tourism the government promoted to Japan, then went on to build up their nation.
End of story. Today's Japanese are innocent and it's time to lay off them.

You may study a little bit the modern history of East Asian countries.
Just one example. S. Koreans have toppled their own government and leaders twice (1960 and 2017), while Japaneses never in their entire history.

That's fine. Koreans can go elsewhere, namely Southeast Asia. Go to Southeast Asia, most tour destinations now speak Mandarin and Korean, but not Japanese, because most foreign tourists are Chinese and Korean. Koreans travel overseas 50 million times a year vs 18 million for Japan.

Actually there was a precedence for case like this at GATT 30 years ago. Japan restricted the export of DRAM to Europe and was ruled illegal.
This is why all the experts are saying Japan is guaranteed to lose at WTO. The only case where the export control is allowed at WTO is if two countries are about to go to war, such as Russia vs Ukraine case.

Actually a case like this was ruled illegal 30 years ago at GATT, the predecessor of WTO.
It was Japan controlling DRAM export to Europe. Europe took Japan to GATT, and Japan lost the case.
This is why experts are calling this export control action illegal under WTO rules and Japan is 100% guaranteed to lose.

The first reason is that Korea is not hurting from this export control at all. At the foundry association conference being held in Seoul right now, Samsung and SK Hynix assured their global customers they have the contingency plan prepared since last year in place and production won't be affected.
The second reason is that any sort of counter-retaliation would boost Abe weeks prior to the election and the Korean government doesn't want Abe to win.

But really, the title of this story is a little off…“Japan curbs technology exports to S Korea”?? Its not technology they are curbing… its raw materials….Technology is the ability to use these raw materials and actually produce a product. How ironic seeing Japan providing the raw resources for Korea to make their tech which is now superior to Japan… wasn’t it the other way around 20 years ago? Look at LG… their OLED technology is basically being used by all OLED TV manufactures in Japanese makers such as SONY, Panasonic etc… remember when SHARP was the leader in display technology just 12 years ago? What happened?
