Less see now, January we knew of the virus, February countries start going crazy and people start dying and Japan releases infected people from a ship into the public, March countries start shutting down and citizens start receiving federal financial aid, April Japan starts to do a lot of suggesting, discussing, etc and now almost May, FOUR months later is submitting. NOT, still waiting for Abenomasks, though no one wants them as they seem to be dirty and too small, and most recently 100,000 for every citizen and foreigner with MY Number though we don't know how to apply. I'm sure I'm missing more but ..... How about less talk more action please. Talk about being asleep at the wheel.

You’ll get an application form mailed if eligible (you can also apply online if you have the MyNumber, actual, card).

Still waiting for support for small/midsized businesses though. The application process and requirements are so complicated my accountant had to set up a dedicated team just to interpret and deal with that. Good grief.

How about suspending income taxes(sharply reduced income!) and shakkai hoken extraction for a few months or longer thereby putting money directly back into people's pockets?

Not entirely obvious. Can it be shown that the cost of a system that verifies eligibility upon application and polices tries fraudulent applications after the fact would be cheaper than a system that just paid out to everyone, removing the need for all that other bureaucracy?

To solve the problem of the well off receiving a UBI payment, Andrew yang in his scheme devised a plan to claw back that income from those high earners via offsetting taxes. But like Trump, increasing taxes on the wealth and corporations is something Abe is loathe to do.

Well, of course it can! When I get my visa extension, I provide the nozei tax doc verifying my income plus a simple statement from employers. These docs are quick and easy to get and give the authorities a clear picture of my income. The authorities could also refer to the most recent income-tax statements.

Canada, the UK and other countries are providing financial support of around 70 to 80% of lost income. Japan could easily do the same if it had smarter and fairer policymakers.
