Of course it hasn't. Anything that risks the huge Japanese corporate stake in the country is to be avoided no matter what happens there. Words, yes, actions, no.

Human lives in Myanmar mean nothing to them. "Money don't get everything it's true" (but what it don't get they can't use. Give 'em money, that's what they want).

Japan Incs $billions of investment over the past years - and close govt business ties with the military regime - make any Strong Actions highly unlikely.
Words denouncing the Myanmar Military's crush of it's citizens are limp and weak.
Not holding my breath on Suga taking realistic action.
