Wait a minute. Shouldn't we first accelerate vaccination and provide conditions so that vaccination can be accelerated, then stop buying vaccines and immediately donate them to a foreign country? And only then give aid to Mongolia, which is not even our neighbour? I mean, Japan has more problems of its own and should deal with its citizens and residents first, rather than playing savior somewhere else and pretending everything is fine at home?

It is called aid but in effect it is indirectly giving taxpayer money to an LDP support company to supply the equipment at marked up price.

Mongolia is looking to democratic nations for support. China is suppressing their Mongolian population in Inner Mongolia angering the nation of Mongolia. They don't like China much but are forced to deal with them. The roughly $8 million is chump change in the Japanese budget but it buys goodwill and influence in a strategically located nation.
