That's not what I said.

I wrote:

That they are talking is a step up from firing dud missiles, trade embargoes and so on.

North Korean leader likes Japan. I think if they manage the things in a good way, there is a big chance for then to return back the kidnapped people. Also they can be a future market to Japan, but better to do nothing until they sign an anti nuclear treaty.

Jpn asking NK to come clean on kidnappings is like asking jpn to come clean on ww2 atrocities, comfort women, warcrimes...not gonna happen, futile effort.
