I hope the money goes to the right people. I wonder what qualifies as a nuclear victims... I guess only time will tell who the real victims are.

I think every person in Japan is a victim in one way or another. And, the full extent of the damage caused by the meltdown and fallout won't be known for another twenty to thirty years.

Everyone in Japan should be compensated. Start by eliminating the consumption tax.

Good the government is acknowleging it's involvement, but putting the taxpayer on the hook is reckless. I mean, this is just a move to save TEPCO. In short-term, you will cheer and be happy that the government is going to help, but longterm, the price to pay will be astronomical. So, foresee major tax increases on the struggling economy.

Most people know that the government still has a huge leftover of debt incurred in the 1990s, and will impose more taxes on citizens in future to allot the budgets for recovery and re-construction.
