Tatsuo Hatta , chairman of a working group for deregulation proposals , said in a news conference way back in 2015 that the group had received no instructions or suggestions from PM Abe for giving preferential treat to the proposal of Kataro Kake for opening of Kake Gakuen veterinary school in the city of Imabari and the process to approval of application was legitimate and not distorted by any party. In view of this clear statement , how PM Abe can be accused of giving preferential treatment for opening of Kake Gakuen by the opposition parties and other vested persons ? This fully exposes their concocted strategy against the PM Abe to prevent him from winning the third term of LDP leadership contest in September.

Easily, if you suspect that "clear statement" is a misrepresentation of the truth or an outright lie.
