Sounds like they are trying to milk Japan for tons of free stuff. On paper the bilateral agreement to develop together looked lovely, but as with everything the devil is in the details. It may be a simple strategy by Russian of ‘You pay, we stay’.

Shin-chan is delusional beyond belief if he thinks Russia will ever hand back these islands. Japan should not be pouring money into Rilussisn territory as it only incentivizes Russia to keep that territory.

Interesting that NHK tv a couple of days ago - when referring to the volcanic eruption in the northern kurils - said, the volcano was located 650kms north of the "Japanese island of Etorofu."
I'm sure this would please the Russians or in the least bring a wry smile to their faces.
As others said, the Russians are going no-where so any money poured in by Japan will need to be very carefully thought through, and not just as a ploy for sucking up to voters - see we're doing something!

Russian economy cannot commit the necessary investment capital to achieve or sustain the regions development.
Thus explaining the logic and reasoning politically and economically entering into a agreement of joint economically activities.
The crucial element missing is trust. Recent/past history questions Russian President Vladimir Putin political motivation and commitment to keep up his side of the agreement.
Of course if a form of joint sovereignty was negotiated, then some of the wriggles could be overcome. Also present the possible completion of a post-World War II peace treaty.

This never made sense to me..why would Japan help develop the islands to take back from Russia? If those islands develop, its value goes up and more the reason for Russia to not return the islands.

They are Russian territory. It doesn't matter what Japan wants to do.

If Japanese businesses and government continue to NOT push energy conservation and alternatives to burning such huge amounts of oil and gas (and coal), Japan will continue to be weaker in its international negotiations and forced to rely on Russia, the US, Middle East nations and other fuel exporting states to keep its economy going.

Japan should not be duped into these Northern Territories project. Russia, under Putin is trying to pull such an obvious scam. Imagine you occupy other country's territory & you ask them to invest free money into developing them & not returning them.

Japan really don't understand Russia's ideology! They see those islands were war souvenir, return or compromise over those islands mean disgracing their ancestor's effort!
