You should start from South Korea would not have been existing then.

The 1965 Treaty will never be agreed to because it was made with then president Park Chung-hee, who during WWII swore fealty to Emperor Hirohito with his own blood signature before serving in the Japanese Imperial Army.
Then of course after WWII Park was sent by the US to train at Fort Sill in Oklahoma before returning to South Korea and leading the illegal coup d'etat which resulted in him being installed as president.
So actually there are two major reasons why the 1965 Treaty will never be agreed to...and the third and perhaps biggest reason is the majority of the money that Japan paid to supposedly compensate the Koreans who labored for the Japanese during the war was never relayed to those people but instead was used by Park to develop South Korea, i.e. highways and bridges.

If the Yoon administration want to actually "resolve" this issue they need to instruct the SK Foreign Ministry to agree the the Arbitration Clause in the 1965 Treaty to determine whether the issue has already been resolved or not. Without such a ruling, whether the South Korean Court has any jurisdiction over the matter remains up in the air. Hence resolution is impossible.

When every change of government in SK comes with a 180 degree turn on the issue there is very little to be gained with discussing a resolution because the next president will declare any resolution invalid and things will begin again from zero.

Here we go again-
conservative pro-US party with roots in assisting Japan when Korea was a Japanese colony will attempt to patch things up, then when the public outcry comes they will backpedal...then when the opposition party comes into power again they will sweep aside all that the conswrvatives have done...in real terms the Korean war rages on even within South Korea.

What a farce.
Every time the Japanese government made good faith in apologizing and compensating for its past to the South Koreans, it was conveniently brushed aside and soon invalidated as not being genuine, not consulting the victims, on and on. Why would anyone from the J-government want to continue to get played like that? There is no end game with South Korea, nothing will ever be good enough, while Japan's compensation money lines the pockets of corrupt politicians and activists. Despicable.
