That's because the previous Park administration signed the 2015 comfort woman deal as Final and Irreversible. Then in 2017 the new Moon administration destroyed the deal, he promised a new deal, with more money and a new apology.

Under the Moon administration, even the 1965 aggrement and settlement for labor is out the window. They are backing away from that too. Because of Korean Court Ruling which the government supported, they are backing away with the excuse it's not us it's the Korean Court. (Not international Court, Not WTO, Not E.U. Not America) it's the hateful bias Korean court ruling deciding in Korean favor. What a shock and surprise! !

If the Korean gets to decide they will never stop. No deal is Final. No deal is permanent.

As regards the 2015 "irreversible" Agreement which South Korea "reversed", South Korea has neither given the money Japan paid to the surviving CW nor returned the money to Japan. A country of thieves.

South Korea demanded an apology from the J-PM and they got it. Yet they continue to claim that Japan "has never apologized". A country of liars.

Japan should treat South Korea like any person with poor credibility. A third party performance guarantee from the United States that South Korea will abide by it's agreements. There is no alternative because South Korea unlike Japan, refuses to recognize and accept ICJ jurisdiction.

The money is in the escrow account in the name of Japanese government. Japan refuses to take it back.

South Korea demanded an apology from the J-PM and they got it. 

Abe san never admitted the forced conscription of comfort women by the Imperial Japanese military. In fact, the Abe statement of 2015 is a several step back from the Kono/Murayama statement of the past, which admitted that the Imperial Japanese government was responsible for the conscription of comfort women.

Japan should treat South Korea like any person with poor credibility.

Korea's sovereign credit rating is much higher than Japan's on international financial market.

A third party performance guarantee from the United States

There is no third party performance guarantee. Instead, Biden and the Democrats are pro-Korea on history dispute issues.

If the corrupt, hard-left Moon regime and the crooked Korean High Court continue the push to sieze assets of Japanese companies, then Suga must retaliate. Banning the issue of ALL Korean business and tourist visas would be a good first step.

You know that Korea has a problem with self-victimization when multiple people set themselves on fire at protests, or try to put stickers in classrooms saying “This device was made by a war criminal”. Not to mention the activist group that was embezzling money meant for the surviving comfort women. The people have been indoctrinated to equate their victim status with patriotism. The hypocrisy makes me ashamed to be Korean.

You misunderstood the scope of 2015 agreement then.

The 2015 agreement covered criticism of each other on the issue of comfort women at government level; it absolutely didn't cover private/educational institutions/civic groups level.

To your amazement, the ROK government has actually kept its end of bargain; it's the Japanese government that's confused by the scope of 2015 agreement, believing that the Korean government can order private groups to not install the comfort women statues. The Korean government legally cannot and it's not covered by the 2015 agreement.

The agreement, struck between the governments of Japanese Prime Minister Shinzo Abe and South Korean President Park Geun Hye in 2015, was hailed as a landmark deal as the two sides were to "finally and irreversibly" settle the "comfort women" issue, a longtime source of friction between the two neighbors.

This deal was in fact very unpopular and under severe criticism by conservatives in Japan, a strong support base for Abe. Yet Abe was determined to reach the agreement while it is Suga, then chief cabinet secretary who was trying to persuade and calm the righ-wing opposition.

President Moon and his radical gangs are ruining their effort, and Abe and Suga lose the face. I'm sure that Suga will never forgive Korea's breach on this issue.

The Japanese government fears the next comfort women statue might be erected at New York(UN General Assembly) or Washington DC if they didn't do anything. That's what they are trying to prevent.

Before begging for another deal from Japan (in vain) , South Korea must fist "drain the swamp" on its backyard regarding the comfort women fund. Two more people are put under inquiry on suspition of corruption and embuzzlement while the chief corrupt activist Yoon Mi-hyang is now at trial.

Nonsensical propaganda from Japan. Actually, nobody signed, as it was an ad hoc oral agreement. The Korean Constitutional court verdicted that the agreement is legally void as it was never approved by the parliament. Both Abe and Park fooled their people.

I am sometimes amazed at the fact that most Japanese media reports are full of misinformation and distortion regarding South Korea, not just in politics, but in all aspects including culture and history. The books are the same: https://dattarakinchan.hatenablog.com/entry/20181203/1543846906

The Korean media reports tend to be the opposite, sometimes over-praising the Japanese government, but anyway are rather objective compared with the Japanese counterparts.

The so-called "Final and Irreversible" deal was just a form of press conference without any signed document, not to mention the approvals from the parliaments. The Japanese media has distorted this fact.

A cheap intimidation. The statue campaign is depreciating its effect. Fewer locals would care about it.

Note that the 2015 pact is also backed and committed to by the US government.

This, from the country where a professor was indicted for writing a book exposing that there were Koreans who voluntarily became comfort women and Koreans who collaborated in the coercion and scouting of women. Not to mention Korea's history of blacklisting artists and arresting bloggers for criticizing the government.

A nice point. That is why South Korea was ranked the 63-th in the 2017 world press freedom index. That was also a reason why South Koreans toppled the 2017 government.

No wonder if activists easily embuzzled the comfort women fund, and yet further demand money. Many Korean officials even presidents of the republic have been charged, found guilty. Promises broken. Please, drain the swamp first. Otherwise Japanese government shouldn't contact and get involved in such criminal activities.
