I'm not sure a city that has never experienced a change in party should be considered to uphold a rules based order. Of course Japan hasn't really experienced that either...

Use google to find every instance of an International law or ruling with which Japan has complied. Also see if Japan is a signatory to such forums. It won't be 100% but it will be higher than most other countries.

Yes, Japan signs up to a lot of international agreements. Doesn't mean it doesn't find a way of white-anting them or not quite complying, from Hague to trade agreements. I certainly don't get the impression, after decades of being here, that Japan is a particularly dependable international citizen, beyond tatemae. In fact, I am perplexed that anyone, even Japanese, would believe it. Still, patriotism does a funny thing to beliefs.
