Use google to find every instance of an International law or ruling with which Japan has complied. Also see if Japan is a signatory to such forums. It won't be 100% but it will be higher than most other countries.

Yes, Japan signs up to a lot of international agreements. Doesn't mean it doesn't find a way of white-anting them or not quite complying, from Hague to trade agreements. I certainly don't get the impression, after decades of being here, that Japan is a particularly dependable international citizen, beyond tatemae. In fact, I am perplexed that anyone, even Japanese, would believe it. Still, patriotism does a funny thing to beliefs.
