It's so childish not to take common sense precautions like direct intelligence sharing because of 80 year old history.

These pacts are being signed as a precautionary measure and in order to deter any possible hostile initiatives that the North may try to undertake, if that were the case, communication by phones aren't going to be enough in terms of early warning coordination between Japan and the South, because phone-line communication could so easily be rendered useless by the effect of an electromagnetic pulse from let's say.....a pre-emptive nuclear strike above major Telecom routers/towers/masts or just the entire city. I'd assume they aren't letting the public know the full extent of their early warning system.
