I am happy with this. We in Japan don't need any aid. Hmmmmm

Japan will provide about 2.2 billion yen ($20 million) in grant aid to 14 Pacific island countries via U.N. Children's Fund to help them strengthen their medical systems and better fight the coronavirus pandemic, the Foreign Ministry said.

Welcome aid; the US has already provided about $118 million to these Pacific islands.

We should focus on the situation here first. If the situation here is comparable to some developing countries, then we should deal with the situation here first.

This move is to counter Chinese influence in the region. It is a bargain in fact. China is cultivating all of the little island nations of the Pacific using their companies as intelligence gathering outposts and hoping eventually to be able to base their forces there. They are trying to eventually be able to deny the use of much of the Pacific Ocean and South China Sea to western shipping, both commercial and military shipping. It is in the interest of the US, Japan and Australia to cultivate these nations and support them as needed to deny China opportunities to dominate the region to the detriment of Japan and the other western nations bordering the region.
