'Formally elect' is some interesting wording to use, had to put 'elect' in there.
Why not just call it what it is, a coronation, appointing, investment something like that would be more fitting.

I read about a phrase purportedly used in the bureaucratic world. I don't think I've got it word-for-word, but it basically comes out as "don't be late, don't take any holidays, don't change anything".
I can imagine the new PM, whoever it may be, will have a large plaque on their wall with that phrase.

It's a party leadership election, not for PM. Thus, whoever elected will have to dissolve the parliament for a snap election to get a real mandate.

the only guarantee fast lane to become the next PM : go to US and get the Trump endorsement now. Everyone know that Trump will surely become the next POTUS, and we need someone who can work with Trump to bring peace and prosperity to Japan in the next four years.

The JP population still keeps voting for the same OLD PARTY.New face! but the same OLD party! Anyway, the next leader will be very popular for about 2 years, then at the 3.5 year mark will tank severely in the polls, and then it's time for the rinse an repeat the wash cycle. Resign,Let the party choose the new leaders, go to the polls,, and win again.It feels like listening to pink Floyds, Another Brick in the Wall, Where the old people vote for the same party, decade after decade and decade. All in all its just another vote in the wall.
