This is pure stupidity. 14 Billion wasted with no result at all. They might as well burn the 14 Billion. You can not fight a virulent ideology by throwing money at it. The very idea is insane.

This is good , obviously Japan has money to throw away in Africa so there's no need now to raise consumption tax to 10% by 2015. And obviously all people displaced by the Fukushima disaster are nicely settled in their brand new homes. I was wrong then, If money can be wasted on Africa, Abenomics has obviously worked!!

But do you think that Western aid, or Japanese aid, in Africa, are a waste? Seriously? They are strategical. The truth is that Africa doesn't need this new form of Imperialism. It needs know-how for its own development.

Where is Abe going to get this money from needs to spend it to get Japan up and going again not to buy favours from other countries when he needs votes in his other activities.

Is this somehow supposed to help with the domestic debt situation?

Let's hope this huge funding does not end up in the hands of terrorists. If rice and food aid cannot be allowed to be given to North Korea, lest it ends up in the mouths of tyrants, aristocrats and their kids, then I'm not too sure this massive taxpayer aid to a lawless and undemocratic region can be justified.

I wonder whether road improvements from Algeria to Mali will receive Japan funding.

WilliB, the $14Bn is a general aid package to the continent of Africa. Of that, $1Bn is for the Sahel.

However, as a strategy, fighting ideologies is a total misnomer, guaranteed to publicize, victimize and empower those you seek to neutralize, and radicalize angry young men.

It is easy to say create own technological industry and own business but you can make computer makers to export from their countries but can not make computer industry from scratch, for instance. This is where Japan Inc, enter after Japan's aid stabilize and people get school education.

Of cause native language speakers are very important and so there will be native corporations with help of Japan, Inc. It may take longer but Japan is not going to behave like it is a conquering colonist country. Maybe Japan will get these money from USA to pay for African countries> For African, this is better than USA troops all over to help them. Just my thought.

Well. all Japan has to do to get money to Africa, Tohoku victims. Fukushima rehabilitation is just to collect last year's interest from USA. How much is interest for $900 billion USA owes to Japan? What is interest rate for national debts?

I have another question. Who will train 2,000 people? Are there any Japanese who know counter-terrorism? What kind of weapons to be used for training? How the money will be spent? Japan should not play in a role of a sucker there,
