Perhaps still some miscommunication going on here.

According to The Economic Times of India, in an article from 28 April 2022 at 06:20 AM IST, entitled Japan cancels plan to pick up aid from India, India admits "divergences with the West, besides Japan, on addressing the Ukraine conflict," but maintains:

Last week, an external affairs ministry spokesperson stated, "We had received a request from Japan for permission to land in Mumbai to pick up humanitarian supplies from the UNHCR depot for Ukraine and its neighbouring countries. We have conveyed our approval for picking of such supplies from India using commercial aircraft."

The difference lies in the type of aircraft. India allowed commercial aircrafts while JASDF are using military aircraft.

I don't know if it is a misunderstanding. To me, it seems obvious that it was always going to be military aircraft since JASDF was in charge. But maybe not all details are written and also maybe it was a way for India to pretend to accept while knowing all along they would not agree.

India is in a difficult situation because of its dependence on Russia for 60% of current military equipment inventory in service. Piss off Russia and India would be cut off, rendering whose equipment useless without the spare parts supply and technical support.

with the current state of sancrtions, russia cant even produce tanks or spares for its own army - dont know how they are going to make stuff for export markets like india.

india should recognize this and decide now which side of the fence they want to be on.

And why did India prohibit the landing of military aircraft from another QUAD member that was only picking humanitarian cargo as requested by the Office of the U.N. High Commissioner for Refugees??

Looks to me like India owes everyone including the United Nations a formal explanation when Modi comes to Japan in May for the QUAD meeting.

Another explanation, this one coming from TFIGlobal editorial staff in India.

In a recent statement, Former Japanese PM Yoshihide Suga said, “Protecting this framework of the four countries (QUAD) will be extremely important for the peace and safety of the free and open Indo-Pacific”. He further added, “If we think of Japan’s national interests, it will be important to keep India in the 4-way grouping”.

With these statements, Suga is trying to caution Kishida that his misguided stance on Russia and India’s role in Quad should be amended before it’s too late. Kishida needs to comprehend the fact that the Quad was formed to contain China in the region and India is the only way out to suppress China’s rise. The comments made by former PM Suga hold relevance because Suga is a close aide of former PM Shinzo Abe, who leads the biggest faction of the ruling Liberal Democratic Party (LDP). By undermining India’s role in Quad, Kishida is not only deteriorating Japan-India ties but also letting China off-hook.

India merely refused a foreign military plane permission to land. India then gave permission for a foreign civilian plane (carrying aid) to land. India obstructed nothing.

1) No military aircraft allowed, only civilian cargo aircraft.

2) I am not sure what you think QUAD is, it's not a military alliance of any kind.

Beside, India is finding Korea more useful for its national security than QUAD, because Korea can supply India with advanced weapons it needs, like advanced SLBM AIP submarines, tanks, air defense, supersonic antiship missiles than either Japan or Australia could, while the US is extremely picky about what weapon it sells to India.
