Having a hotline is common courtesy, doesn't make USA,China, or Russia Allies just because they have a hotline.
I think you misunderstand what purpose it's for.
Japan is already part of Quad Alliance and making Emergency Plans for Taiwan.... facts matter. Hotline doesn't change any of that Doley.

The US has such a hotline with China but they reportedly don't always pick up the phone when the US calls.

History tells us that dictators get paranoid and make silly decisions so it pays to have line of communication.

Exactly. The famous hotline between the White House and The Kremlin was hardly there for a bit of chit chat. It was there to prevent a nuclear holocaust.

Hotlines are actually a sign of the situation being very very bad. Nothing positive at all about this.

ASEAN is not an effective forum for any of the concerns of Japan, South Korea or the west. You have four member states that are dictatorships who are either aligned directly with China or see no need to antagonize them. With Cambodia assuming the presidency the concerns of Japan, South Korea and the west will be pushed aside in favor of protecting the military authorities in Myanmar, Thailand and Cambodia itself, promoting Hun Sen's son who is being pitched as Hun Sen's successor, and bowing to China. There is no consensus among the ASEAN members on the matters of greatest urgency such as the South China Sea, Taiwan and North Korean denuclearization. Thailand and Cambodia are becoming military client states of China and Myanmar, while hating the Chinese is left with no other large nation to conduct business with.

Considering how many ASEAN members are Chinese client states that is maybe not such a well thought out answer. The purpose of the hotlines are to build confidence and to allow nations to communicate and clear up confused situations before they can spiral into open combat.

Does the US or Australia have a direct hotline with China? Japan talks tough but acts as a double agent. If not, it's blatant hypocrisy.
