Among other issues, the ministry said that Okano and Kim "frankly" exchanged views on North Korea's failed attempt to launch a military reconnaissance satellite and test-firings of over 10 suspected short-range ballistic missiles earlier this week.

Did I miss something? The headline says the talks were about infrastructure.

The country that needs help badly in infrastructure is USA.

Nothing gets done and usually over budget and time.

Maybe USA can learn from Japan and a few high-speed rails.

Philippines is another country that has infrastructure totally lacking.

Time for Japan to make some money there too.

Japan does infrastructure well though it is expensive. The USA does infrastructure badly and at a high cost. What does Japan have to gain here?

The US does infrastructure very well with some of the best trained engineers on the planet. What we don't do is fund infrastructure enough.
