Over a year and a half later the news comes out? There has got to be more to this story,
One if they were "tenants" that means they would have a lease or contract with the owners and they were negotiating a fee to get them to move and find them a new place as well. Typical in these types of incidents when the land is needed for development, in this case a road.
There are eminent domain laws here but are seldom used, as the government will usually wait out the owners before acquiring the land. Yet there is no mention of any owners here, only businesses and residents.
Yeah a typical case of power-harra here, totally uncalled for, yet quite common!

The mayor's right. He's an elected official, elected by the people on a policy platform, to get things done like build new roads, while the civil servant is....well....a servant who must do as his elected bosses tell him.
If the servant has been dragging his feet on an administrative duty for 5 years, then he deserves a tongue lashing, although firing may be more appropriate.
