About time is what I want to say, but it is rather late in the game.
Japan needs up it's military capability ASAP along with actually sending people and occupying the islands. Once you occupy you actually "own" that piece of land, the territory.
Do what China did in S China Sea for your own islands, for goodness sake. China can only be removed from those islands by "force" today. Once you occupy other cannot claim it and take it away, except by force. Do not make it like the northern islands now occupied by both Japanese and Russian people. That situation can only be settled by "force" or "buy" it outright, like Louisiana purchase.

It would be very interesting to see what would happen if Chinese ships start surveying near some Russian island. We know very well what happened to Japanese fishing boat that strayed into Russian territory... Japan should implement that same kind of response instead of placing password protected guns on their Coastguard ships...

Just do what the Chinese did, dump a few hundred thousand tons of concrete around them and build a runway for fighter jets and all the ground equipment needed including barracks and defence missile batteries... And if the Chinese complain about it, just say we did what you did...

The NOTAMS and MARITIME warnings are in the complete interest of safety to prevent accidental damage to ships or aircraft from the live fire exercises. Of course some of the missiles and other munitions used would include anti-submarine explosives.

Japan and the US could re-open/activate several of the Old post War Live Fire practice ranges in that area and place a range control office on one of the Islands to control the live fire exercises that could be called into action by US/Japan at any time and then just issue a NOTAM (Notice to Airman) and Maritime warning/notification to mariners so the range activation and live fire activation would be on an international level.

Japan can not "go to war" because it is prohibited under the first paragraph of Article 9. The second paragraph, which prohibits the existence of a military requires amending to reflect reality, and is the extent of change to Article 9 that Abe is advocating.
