Why?

Because Russia and china have more to gain geo-politically from the stability that an aided, nuclear North will provide than they lose.

Or to put it differently, Putin and Beijing don't care about global security controls like the NPT. They are free-riders on the world stage.

There is no way that the U.S. is going to re-engage on these terms.

So North Korea agrees to discuss the issue provided that it is not going to be asked to stop it's nuclear weapons development. What is there to discuss?

Here we go again. I believe Graham is hitting a nail. China and Russia are free riders of geo politics in world. They do not care except themselves.

NK has successfully worked on deals with China and Russia for food and weapons. China and Russia want to make sure to keep NK going until their long term loans are paid off.

I just hope Obama is not listening. NK needs to stop exporting weapons to Iran and Syria first. NK has fooled us many times before and they should not be trusted.

Save time and resources, North Korea, pls just keep your nuclear power plant, weapons, and whatever you might have. If the American regime has weapons of mass distruction, everyone should have it.

Just ignore North Korea and the fat little loud-mouth that runs that dump of a country. If he wants nukes, let him have them so long as he realises that by possessing nukes, his crap-hole of a nation will be further isolated and will NEVER get normalisation of relations with the US

Ordering no preconditions for the TALKS, maybe -- but if they expect no conditions to be made DURING the talks they're off their rockers.

They want no preconditions, but they'll walk out if the chairs are the wrong size.
