The task of mending trust is entirely on the Yoon administration's shoulders. Moon effectively destroyed it completely. Yoon can start with reinstating the "Permanent and Irreversible" 2015 Comfort Women Agrement. Then put all other WWII related issues on hold while invoking the Arbitration Clause in the 1965 Treaty to establish the legal basis of any actions on WWII matters, instead of skipping it and going straight to the Courts. Yoon has the opportunity to rid SK of Chongdaehyup and their backer's control over South Korean politics and diplomatic position, and point the country in a better direction. And, as an option, if Yoon wants Japan's "respect" in addition to "trust" he can create a task force to go argue SK's position on the Liancort Rocks issue before the ICJ. At the same time the SK military must work together with the US and JPN in joint exercises and create a united front to our shared adversaries.

Domestic discrimination issues involving only Japanese citizens is irrelevant to diplomatic relations between two sovereign nations whose concerns are only their own nationals.
