Don't blame Noda. He, unfortunately, suffers from Nodesia, which makes it impossible to recall political promises.

In the end, after he is properly diagnosed, this malady will be his downfall...

“It is not my intention to prolong the life of my government. But I’d like to make my own judgment when conditions are set,” Noda said.

When conditions are set. Also confirmed his remark in Japanese but still fail to understand whatever he is talking about. Would have hoped to see some clarity on timing of dissolving Lower House given the criticality of the bill that needs to be pushed through. How he expects to gain the backing from LDP in this manner is beyond me. Of course he is trying to prolong the life of his government. Both sides seem to be taking the same hostage and playing a political shogi game putting the future of the entire nation at risk.
