I think the truth is Biden thinks Japan is a pain and too difficult to deal with and isnt really interested in visiting Japan unless he needs to .
Blame it on the Ukraine crisis.
Meanwhile we are supposed to believe the Japanese government is pulling the strings and making the plans.
USA is very proud of its aid to international crisis and its acceptance of evacuees or immigrants or refugees.
Biden isn't impressed with Japan's international efforts.

People used to say the same thing about Reagan, who was at the time the oldest US President. He also travelled a lot and had dialogue with Gorbachev during his second term, all but ending the Cold War on a peaceful note. The US media made a circus when George H W Bush went to Japan with the flu and barfed on the table. That was hammered by the TV networks for a week, and it wasn't funny at all.

The author of this piece should enlarge this ^^^ sentence to highlight the fact when the Quad formed originally American Exceptionalism was strong and the quad partners see it as the foundation of the partnership. The partners didn't know that America would abandon it so carelessly.
Since then, and especially with Ukraine in the background, not only has American Exceptionalism been trashed by Obama and Biden (google what Obama said about it), Biden has now locked in American Mediocrity.
No wonder China dares defy America in joining with Russia. Worse it dares defy the world in forming a strategic partnership with no limits with Russia whilst Russia is controlled by Putin, a modern evil dictator.
