Seeing as how Russia sold North Korea their missle designs, would Russia be happier if the USA sold the designs for the missle system to Japan so they could manufacture it locally? I am guessing they would not like that either...

SM-3BlkⅡA was a Japan-US joint development program, Japan already has the design and develops partially the parts domestically.

Its a Defense System... is Russia planning on attacking Japan? So lets get this right, Russia wants the ability to attack Japan and be sure that their missiles are effective. Does this sound like the actions of a "friendly" nation?

Agree with the posters above. The U.S. (rumor has it) already has these systems deployed at Misawa and has for a while. Misawa is well situated to for these defense systems. Japan should have these systems as well. Russia has no business complaining about this as the U.S.S.R. basically created the beast we are now dealing with.

Uh-oh, looks like Putin's not buying Abe's "trust us" calls for Russia to come to the table, give up the islands in exchange for a peace treaty, and to "co-operate" with Japan on all issues when it wants something. Maybe Putin should point out that Japan and Russia never signed a peace treaty, and Japan taking in this weapons from the US is an act of war between two countries without peace.

Actually this article is not very well written because Russia is not arguing about Japan's missile bases, they are arguing about NATO's AEGIS Ashore bases to be built in Romania and Poland.
If the US sold the SM-3 missiles directly then they will be violating the treaty so the US is offering the SM-3 missiles through Japan, the co-developer of the missiles, which will circumvent the treaty since Japan was not a signatory party of the said treaty.
