After spitting in vast amounts of money into developing an island group which you think Russia will freely hand back. Russia will simply back out off the deal. Just as they now did with the Airport project.
This is a devestating project for Japan to be funding. Spending tax-payers money on developing a group of islands which you claim, but in which you have no guarantee of recieving them back. もったいない!

Make sure you check the location of the city in question. Where did you see an island?
The project has been discussed for at least 5 years, and knowing the quotations Japanese companies give this outcome is a no surprise. The 'its the Japanese quality' thing is in the past now, everyone goes after cheap and fast things. I am not sure about the Turkish companies, but the Koreans are not anywhere worse in engineering, while being more flexible.

Demonstrates how tricky dealing with the Russians is. Negotiate and fund all you want, Russia will never give you the islands back, but they will cheerfully take your money, toast you in vodka, and still do what they want regardless.
