If Pres Yoon is sincere and serious about improving the SK-JPN relations that his predecessor destroyed, one thing that would overturn that damage is to agree to settle the Liancourt rocks dispute before the International Court of Justice. Originally on the US recommendation in 1952, Japan has asked South Korea to settle this territorial dispute at the ICJ three times, and each time South Korea has refused. This stonewalling behavior simply adds to the mistrust and bad relations. Settling before the ICJ, regardless of the outcome, would put an end to this dispute and improve relations.

The Chinese make the same protests when US ships conduct marine surveys inside China's EEZ. It is pretty clear the surveys are conducted to support submarine and anti-submarine warfare, bottom mapping the area, sampling salinity and water temperatures at different depths looking for layers in which subs might hide from sonar. There is nothing in international law specifically prohibiting the practice and in this instance South Korea is emphatically not obliged to seek Japan's permission to sail through their EEZ.

It did not take long for the new government of South Korea to dispel any doubt that their recent appeal to the Japanese government about closer bilateral relationship was not as important as they said it would be.
Nobody is expecting SK to just renounce to the territory, but making such an open demonstration clearly sends a strong message towards Tokyo. Maybe Yoon is no longer interested in getting Japanese support anymore.

There are three islands called “Takeshima” around the Japanese archipelago, including the one that the Koreans also claim to and call it “Dokdo” or “Tokto”.
The Japanese name, “Takeshima”, can be analyzed as take + shima. Likewise, Korean “Dokdo” or “Tokto” can be analyzed as dok + do or tok + to. Both Japanese shima and Korean do or to mean “island”. Then, what do the initial morphemes in both Japanese and Korean, take and dok/tok, mean? Nobody knows for sure. But , phonologically speaking, Japanese take and Korean dok/tok sound alike.
That means ancient people, when they had no conception of modern-day states or sovereignty, called the island by almost the same name.

The native Korean name for the Liancourt Rocks is Dol-sum, which was written as Dok-do(獨島) in a phonetic transcription of Chinese characters. Dol-sum(Rock Island) is the precise description of what Liancourt Rocks exactly are.
Takeshima(竹島) means bamboo island, which does exist but is not the Liancourt Rocks which doesn't have bamboo at all.

This is THE REAL TAKESHIMA(竹島) complete with a bamboo forest, aka Jukdo(竹島). Of course Japan's not claiming the real 竹島 which is undisputedly Korean.

So why did Imperial Japan mistaken the Rock Island(獨島) for Bamboo Island(竹島)? Japanese government officials were making claims based on historical record of Japanese fishermen who paid taxes to Korea fish at Ulleung-do, which had Jukdo(竹島) to dock ships.

The islands are Korean. Period. There is no dispute. Same as Japan won't go the ICJ over the Senkakus saying there is no dispute that they are Japanese territory. Or wait... does Japan live on Dokdo? Administer it year-round? No?

Japan's claim that Korea acted within Japan's EEZ is based simply on on its fallacious claim to the islands.

There are some uneducated persons who don't understand how a Court works. Japan can not bring China to the ICJ over the Senkakus because Japan already controls them. It is up to the Claimant, China to bring the case to the ICJ. However, China refuses to do so as it would jeapordize it;s position that International forums and trubunals have no validity over matters of Chinese sovereignty. The excuse China used to disregard the ruling in favor of the Phillipines over the Spratleys.
Japan has asked South Korea to settle the Liancourt Rocks dispute at the ICJ three times and each time, South Korea has refused. The only possible reason would be that South Korea does not have sufficient confidence in the "evidence" it posesses to secure a ruling in it's favor. Not exactly what most countries would call civilized or dignified. The new Yoon administration has an opportunity to end this dispute permanently, regardless of the ruling outcome.
