You knew it was bound to happen.
Peeping_Tom
If memory doesn't fail me, we were constantly told by a JT "expert", not that long ago, that such controls would only hurt Japan.
After all, countries everywhere were lining up to replace Japanese exports; pierce of cake, easiest thing to do.
And if Japan talked too much SK would simply do away with the INSOMNIA Pact.
SK will show them who's boss, he said.
Now, after all the palaver it's apparent that SK, a real export-dependent economy (in another thread, there was a JT'eer claiming this tittle for Japan (wrongly in every way), is the real loser.
SK, a wanna be Japan, minus any teeth.
At least Japan is "muzzled"; they could bite if they really wanted to.
OssanAmerica
What a waste of time. All South Korea had to do was comply with the export information request to remain on Japan's preferental White List. But they still refuse to do so. They did everything else, including dropping Japan from SK's White List. Wasting Japan's time and WTO's time. The world doesn't have time fot this nonsense right now.
Tom Doley
Back in November last year, South Korea gave Japan until end of March 2020 to resolve this issue jointly in lieu of maintaining the GSOMIA. It seemed Korea extended the deadline because of the pandemic. Now that Abe's approval rating is at an all time low, his only saving grace is Korea. Dodgy Abe.

@OssanJapan
Japan has never won a WTO case against Korea to date, its 0:7 so far.
Make this 0:8.
SJ
Abe san has been excellent at least in controlling the media to brainwash Japanese regarding S. Korean issues. Denial, obfuscation and distortion of facts has been a feature of Japanese diplomacy, but many Japanese are well brainwashed, partly due to the Japanese Galápagos syndrome.
Shin Ra
Its so easy to google "WTO rules for Japan in anti-dumping case with South Korea" but this doesn't count right?
Samit Basu
@Shin Ra
Japanese government lied to Japanese press about the true outcome.
What the WTO ruled in favor of Japan was the formula used to calculate the anti-dumping tariff.
The WTO upheld the anti-dumping tariff itself, so Korea recalculated the anti-dumping tariff levied against Japanese valves and lowered by a couple point, and case closed.
The anti-dumping tariff that Japan sought to overturn stands, hence Japan lost the latest WTO case, making the record 0:7.

This case is DOA at the WTO. Frivolous.
On what grounds do you even have a case? Don't you have anyone trained in basic International Trade Law?
South Korea is a wanna be Japan but without the scientific, research and technical prowess of the latter!
Please South Korea: improve your ability to do applied sciences and, maybe, just maybe, in the very near future your neighbors from across the Sea of Japan will be begging you for Flourinated Polyimide; Resist; and, Hydrogen Fluoride.
Until then - South Korea, please don't embarrass yourself at the WTO.
Improve on your domestic scientific, research and development capabilities.

Instead of a korean news broadcast financially supported by the korean goverment, how about something international?

Also, I think there is a message from Peeping Tom for you!
Ricky Kaminski13
It all seems ridiculously trivial with the backdrop to what else’s going on in the world doesn’t it.
Christopher Lowery
First off, much love to South Korea. But, they need to get out of bed with the Iranians. Stop building their ships, and giving them "unbeknownst" Japanese tech, and ofcourse and stop buying their oil. They do that, and then come to the table. Until then don't wine.
Mitsuo Matsuyama
Here we go again with this story. Looks like this story never have an end.
Samit Basu
@MkoreaMwafrika
There is a WTO precedence case(Russia vs Ukraine) that found that export control to be illegal except in times of war or military conflict. Hence there is a 0% chance of Japan winning this case.
@WiseOneIn Kansai
That article you linked isn't international.
In other word, Japan-based reporters reported simply reported what Japanese government claimed, which was factually incorrect. Japan sought to overturn the anti-dumping tariff and the WTO validated Korea's anti-dumping tariff, hence Japan lost the WTO case.
Triring
@Samit Basu
Both you and I know that there is no ban, it's about preferential treatment that Japan revoked from SK meaning SK now has to accept and obey rules just like the other nations.
Get over it!!
SK was kicked out of the friendship club due to their own actions.
Samit Basu
@Tiring
1) Export Control is not a ban.
2) Export Control is still against the WTO rule with a precedent case, hence Japan is 100% guaranteed to lose.
SJ
@Triring
It is typical Japanese obfuscation. It has a long history: https://www.nytimes.com/1994/11/21/world/japan-admits-it-bungled-notice-of-war-in-41.html
AB
This reeks of desperation. The Korean side is almost screaming to the world that they need Japan to be very generous and favour them as an important pillar of their economy (in terms of supplying materials of importance).
Regardless, whether the world has any capacity to care for this overly drawn-out nonsensical chronicle of politics, time will tell us the answer.
AB
Good sir/madame SJ, you were leaking hints of racism by generalising the entire Japanese based on past mistakes. Do forgive me if I am hasty in my judgement though.
That asides, the article you linked is irrelevant to our current news, no?
Bob Kunihiro
SK will never be happy or partners with Japan because of the past. Geez....
Triring
Again you and I know that it is not a export control, it is registration and obtain traceability of sensitive material that can be used to develop WMD which SK had disregarded all this time.
Basically if SK cannot be trusted in maintaining control then naturally Japan is going to regain traceability so it will not be used for malice use.
Cassidy Hu
Here we go again...aggressive hypocrite SK has always been barking and never stop harassing Japan. Let’s see who is the BOSS here. Japan has always been too SOFT to SK. Japan needs to stand firm against SK, please don’t ever let them take your spot as the 3rd country in the world.
Cassidy Hu
@SJ,
Many SK people are the one have been long brainwashed by your generation dirty government. Your greed just never end. Who in the world would keep winning about the long past...on top of that Japan has had already apologized and compensated BIG money to the people involved in the past. But what happened..your greed and dirty government did with the money that was supposed to handed out to the people involved. Don’t keep embarrassing yourself by keeping showing bitter at Japan. You are a copycats everything ofJapan.
SK has been kissing up to China and using same their aggressive way to attack Japan country as to use threats...geez nothing better to do.

News from one of the most important newspapers in Asia. From Singapore. 26 October 2019
South Korea to shed developing-nation WTO status
https://www.straitstimes.com/politics/s-korea-to-shed-developing-nation-wto-status
Another news item on another WTO decision against South Korea and in favour of Japan. Which comes from Bloomberg, September 10, 2019.
https://www.bloomberg.com/news/articles/2019-09-10/south-korean-duties-on-japanese-valves-violate-rules-wto-finds
And there's even more news if you Google it.
There are so many South Korean cases lost to the WTO. That even this organization is losing confidence in this country.
Yumster100
Puer comedy gold. This is a prime example of what happens when a citizen is brainwashed by their pathetic country's ideology. But, you can't fault those poor people since their national identity is instilled in them through their culture, society and education.
SJ
@Yumster100
Some people in the Galápagos island will hopefully be enlightened regarding the status of their press freedom by just looking over this site: https://rsf.org/en/japan
Compare the rank with China or N. Korea and then with Taiwan and S. Korea. People outside of Japan see and think differently. There are excessive materials outside of the Galápagos island that can give a cue to wake up brainwashed people.
Yumster100
I do live outside of Japan and you should take your own advice. Just look at what's going on in your country regarding the comfort women issue. I called it out long ago that it was a smear campaign and how the organization couldn't care less about the actual comfort women themselves! Your country feeds so much lies to your people and I don't fault them for believing in such trash. Like I said, there are few academics now calling out on the Korean lies whilst risking their professional reputation which would have been unheard of a decade ago. But, the majority of Koreans are still led to being brainwashed when it comes to trashing Japan and how society dicatates that as the norm.
I mean, here's an example of what I mean by what you wrote about corona in Japan:
Mar. 9 11:01 am JSTPosted in: Abe in dilemma as coronavirus response could cut both ways See in context
SJ
@Yumster100
Your own statement contradicts what your government says. Your government says the WTO issue is irrelevant with the comfort women, but you bring up it. Read this article again:
*Japan had cited unspecified security concerns over South Korea's export controls on sensitive materials that could be used for military purposes.*
Self-contradiction is also a feature of Japanese diplomacy.
MkoreaMwafrika
@Samit Basu - I'd have thought that South Korea, a nation of 51 milliotn people, that there would be a few solid International Trade legal experts advising your government.
Yes, you do make the point of whether the case is justiciable. And, secondly, you pull up the case of the warring Russians and Ukrainians. The circumstances in the Russia-Ukraine situation are quite different from the Japan v S.Korea situation. Here the issues are different. No precedence - save for the fact that we have two countries. Apples and oranges. Both are fruits - but different! Period.
The feeling of hopefulness endlessly renews itself.
Hope springs eternal.

What are you mumbling about??
Yes, Japan based reporters working for Rueters which is an international news agency based in the UK.
https://www.reuters.com/article/us-japan-trade-southkorea-wto/wto-top-court-backs-japan-in-case-against-south-korea-duties-idUSKCN1VV1Z6
"Japan has never won a WTO case against Korea to date, its 0:7 so far. Make this 0:8."
Your reporting is full of holes, if you read the article and searched for any other articles from other international news agencies apart from Japan based or Korean based agencies, you would have noticed this immediately!!
Anyway, please do some research before you comment!! Saves everyone time reading FN!!!
Yumster100
I brought up the comfort women to illustrate how brainwashed Koreans are because of their government and not an argument to back up Japan's issue with the WTO. The fact that you can't even realize that is the reason why you prove my statement. The reason I brought up your previous statement is because such statement is tantamount to a conspiracy theory. Your "idea" of Japan's response to eliminate the elderly is so far-fetched it makes sense that a brainwashed Korean would come up with such theory. So, when a Korean calls Japanese brainwashed, and obfuscate issues, that is why it is pure comedy gold.
Samit Basu
@MkoreaMwafrika
That's why Korea never lost a WTO case against Japan to date. It's 0:7.
Indeed, the WTO ruled that export-control is only acceptable in case of a shooting war or military confrontation. So unless Japan declares war against Korea or vice versa, its export control is illegal under the WTO rule.
@WiseOneIn Kansai
Doesn't matter, they were Japan-based reporters who wrote down the factual misrepresentation by Japanese foreign ministry.
Let me ask you this question. Japan took Korea to WTO to have the anti-dumping tariff on pneumatic valves overturned. The anti-dumping tariff stands as the result of WTO ruling. So who do you think won here?
MkoreaMwafrika
@Samit Basu
As for your statement that S Korea has never lost - that was in the past; each case is different.
In any case, why is South Korea so poor at doing applied sciences and R & D? It seems to me as a non-Asian that Koreans are so dependent on Japan for the more sophisticated products needed in your manufacturing process. Why isn't Korea creative or innovative?
Sorry Korea: start being as scientifically creative and as industrially advanced as your neighboring Japanese, instead of constantly acting like the proverbial ungrateful beggar!
KittyGeorge
This is simple. 40 tons of a certain mass-destruction usable materials are missing after having exported to Korea. So Japan returned Korea to from favored procedure to standard one. Standard one is discriminated?
WiseOneIn Kansai
@Samit Basu
So, your report from a Korean Government sponsored TV broadcast is more accurate than news reports from several international agencies (Reuters, Bloomberg and even the WTO website). Yeah,... right. Sounds like a page from the CCP.
Korea hasn't won, it has admitted that it still won't change it's policy even after the WTO ruling. 15 months after the ruling which will be near the end of 2020, Japan has the right to bring Korea once again to the WTO for non-compliance to the ruling and take retaliatory measures.
Good luck!!!
Samit Basu
@WiseOneIn Kansai
It doesn't work like that. Korea's action is in compliance with WTO ruling, which was that the anti-dumping tariff levied on Japanese pneumatic value was fine but recalculate the tariff rate using a different formula. So the end result was that Japan got the anti-dumping tariff lowered by a couple points but the anti-dumping tariff itself was upheld, a flawless victory on Korean side.
LOL.
